This final rule amends regulations relating to the听manufacturers excise tax on firearms and ammunition. Under 26 U.S.C.听4181, a tax is imposed on the sale by the manufacturer, importer or听producer of firearms, shells, and cartridges. The tax is 10 percent of听the sale price for pistols and revolvers, 11 percent for firearms听(other than pistols and revolvers), and 11 percent for shells and听cartridges. Current regulations provide that no tax is imposed by听section 4181 on the sale of parts or accessories of firearms, pistols,听revolvers, shells, and cartridges when sold separately or when sold听with a complete firearm. This final rule amends the regulations to听clarify which parts and accessories must be included in the sale price听when calculating the tax on firearms.

In Treasury Decision bet365 出金鈥424, bet365 出金 issued temporary regulations requiring manufacturers and importers to mark packages of roll-your-own tobacco as either 鈥樷榬oll-your-own tobacco鈥欌 or 鈥樷楾ax Class J.鈥欌 The temporary regulations provided a use up period until April 1, 2000 for manufacturers who used packages that did not meet the marking requirements, provided they used the packages before January 1, 2000.

This final rule implements certain provisions of the Antiterrorism and Effective Death Penalty Act of 1996 (Pub. L. 104-132).听 These regulations implement the law by requiring detection agents for plastic explosives. The final rule also authorizes the use of four specific detection agents to mark plastic explosives and provides for the designation of other detection agents.

The effective date of this final rule is April 8, 2014. - This rule amends the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (bet365 出金) to extend the standard term of import permits for firearms, ammunition, and defense articles from 1 year to 2 years. The additional time will allow importers sufficient time to complete the importation of the authorized commodity. In addition, it will eliminate the need for the importer to submit a new import application, bet365 出金 Form 6, where the importation was not completed within the 1-year period.

The ESG is continuing to analyze statistical data on explosives-related incidents as reported in bet365 出金鈥檚 annual Arson and Explosives Incidents Report (AEIR), in order to assess the overall threat to the American public posed by the criminal use of explosives. This analysis is directed toward identifying regulatory weaknesses that create vulnerability, as well as determining where the application of detection and identification technology may have the greatest impact in preventing and solving criminal acts.

Progress Report - Study of Marking, Rendering Inert, and Licensing of Explosive Materials (Taggant Study) (97) (195 KB)

The Antiterrorism and Effective Death Penalty Act of 1996 (the Act) was enacted on April 24, 1996. Section 732 of the Act mandates the Secretary of the Treasury (the Secretary) to conduct a study of: the tagging of explosive materials, rendering common chemicals used to manufacture explosive materials inert, imposing controls on certain precursor chemicals and, State licensing requirements for the purchase and use of commercial high explosives. On September 30, 1996, an amendment included in the Omnibus Consolidated Appropriations Act for Fiscal Year 1997 (Amendment) provided the necessary funding for the study and added a requirement that the Secretary, in consultation with the Attorney General, concurrently report to Congress on the possible use and exploitation of new prevention technologies.
